Market Preview For Friday - 23/02/01
=========================================================

With no economic data on tap and a wreck of a week already piled up behind, Friday looks like it may be a time to regroup and assess the damage. There were some signs of this on Thursday if one delved deep enough. Networking
stocks were quietly on the rise. Cisco [CSCO] and Nortel [NT] struggled solidly higher by the close Thursday. And Efficient Networks [EFNT] positively exploded Thursday, gaining more than 86%, after announcing that it would be acquired by Siemens [SMAWY] for $1.5 billion in cash. There is the albatross of Lucent's [LU] debt load hanging off the group's neck, but there is a chance that Lucent's credit issue may be resolved Friday and if it is that could help the networking group at least establish a new trading
range. And one can only hope that after the Brocade [BRCD] and EMC [EMC] debacle of Thursday, that data networking stocks are able to do the same and establish some new support levels. Still the downside risk has many investors scared and, even though the Nasdaq hit a 25-month intraday low Thursday, few people are rushing in to snap up bargains. Everyone wants to know where the bottom is.

<u>Word On The Street</u>

"This is the most difficult time the market has faced probably in six or eight years," says Bill Schneider of UBS Warburg.

Market Preview For Next Week
=========================================================

The markets will be looking early next week to see if Bear Sterns chief economist Wayne Angell was blessed with true foresight when he predicted on Friday that there is a 60% chance of a surprise interest rate cut in the coming week. Angell is a former Federal Reserve governor and his words
carried enough weight on Friday to spark a late rally that dragged the Nasdaq back from deep underwater to close higher for the first time in five sessions. Angell's prediction comes even though the Fed does not have a
scheduled meeting until March 20. The Fed rarely cuts rates between FOMC meetings, but it has already done so once this year on January 3 -- Angell thinks the chances is the Fed will do it again. On Monday morning, Fed chairman Alan Greenspan will get the first look at the closely-watched
University of Michigan index of consumer confidence and he will have a full day to mull those figures over before they are released to the public on Tuesday morning at 10:00 EST. To this point, the consumer confidence figures have already fallen to seven year lows and if they continue to fall
Greenspan may find the excuse he needs to cut rates yet again. With the major American markets sitting at 2 year lows, Angell thinks there is a better than even chance that Greenspan will act. With earnings season for the most part over, economic data and anything at all from the Fed are
likely to determine the direction of the markets. Or at least they should provided there are no more great earnings scares and warnings in the cards somewhere.

<u>Word On The Street</u>

"The basic problem we have in the marketplace is that we have a confidence crisis and the mood is just extremely gloomy," says Alfred Goldman of A.G. Edwards. "Yet the reality is, the economy is holding together."

The words "rate cut" are everywhere in the air again. Late Monday Bear Stearns chief economist and former Federal Reserve governor Wayne Angell revised his opinion of the chance that the Fed will actually cut rates this week. On Friday, Angell forecast a 60% chance that the Fed would make a surprise interim rate cut this week. On Monday, he stepped up to say it looked a lot more like an 80% chance. Angell revised his forecast after it was announced that Fed Chairman Alan Greenspan would be speaking on fiscal
and monetary issues before the House Financial Services Committee on Wednesday and would be updating the testimony he gave on February 12. Angell was not alone Monday in forecasting a rate cut and there are more than a few voices speculating that another 50 basis point move may even be
in the cards in the next couple of days. With the 10:00 EST release of the closely watched University of Michigan index of consumer confidence, the Street should be able to get a good sense of what Greenspan is seeing in the economy. If the numbers come in lower than expected, the Street is sure
to take that as evidence that a rate cut is close at hand and the markets should move higher. If the markets begin to move on rate cut hopes, it is likely that the bluest of the blue chips will be the first to benefit -- the Dow tore into the close Monday on just the strength of Angell's
speculation and the buzz it created.

<u>Word On The Street</u>

"A Fed rate cut would be a powerful buying influence," says Mary Burns of Edward Jones.
